Most institutions have run AI pilots. Few have moved to coordinated, system-level integration with clear governance and impact.
Developed by the Digital Education Council 2026 University Leadership Working Group, this framework helps institutions move from fragmented experimentation to structured AI adoption. It supports leaders in aligning institutional vision, setting measurable objectives and building accountable implementation.
AI investment differs from typical edtech spend. Costs shift as models evolve, governance touches every part of the institution and regulation is still taking shape. This framework gives structure to both the initial investment decision and the ongoing commitment responsible AI adoption requires.
The proposal framework covers vision, objectives, implementation plan, resourcing, risk mitigation and oversight. It can be used to secure funding, and to align leadership and stakeholders around a shared direction for AI development.
