The Digital Education Council 2025 Digital & Online Learning Working Group has launched The Online Course Excellence Toolkit.

This Toolkit is a practical resource developed to support higher education institutions to design, deliver, and scale high-quality online and hybrid learning.

Drawing on contributions from 28 institutional leaders across the world, this Toolkit features:

The Virtuous Cycle of Online Learning, a framework built around three interdependent online learning dimensions: intentional pedagogy, meaningful student engagement, and robust faculty support
Structured reflection questions and measurement indicators to guide assessment and improvement
Real-world institutional practices and innovative approaches
